Your privacy is important to Gila, LLC (Gila). The following Privacy Notice applies to individual consumers whose information we obtain while providing services to and/or on behalf of our clients. We collect and use personally identifiable information ("information") about you to conduct and manage our business.

Sources of this information may include the following:

  1. Information we receive from the entity on whose behalf we provide services (the "Creditor") and from applications submitted by you to the Creditor;
  2. Information we receive from you through correspondence or communication with us, whether by mail, email, telephone, or the Internet, and which may include your name, address, Social Security number, assets, income, or other information you provide;
  3. Information about your transactions with us, our affiliates, or others, such as your account balance and payment history; and
  4. Information we receive from third parties, such as consumer reporting agencies.

The types of personally identifiable information about you that we collect on our websites include the following:

  1. Contact information such as your name, address, email address, or telephone number.
  2. Identification information such as a Social Security number or an account number.
  3. Financial information such as income, assets, liabilities, or account and payment information.

We only disclose information to affiliated and non-affiliated third parties as permitted or required by applicable law, including the federal Fair Debt Collection Practices Act ("FDCPA") if applicable. We may share information we collect with third parties that provide mailing and/or other servicing and/or collection related services to us. When we share your information with these companies, they are required to limit their use of your information to the particular purpose for which it was shared and they are not allowed to share it with others except to fulfill that limited purpose. In addition, if permitted by applicable law (including the FDCPA, if applicable), we may also share your information with our affiliates and non-affiliated third parties.

We maintain physical, electronic, and procedural security measures to protect your information. The only Gila employees who are authorized to see your personal information are those who need it as part of their jobs. You may have other privacy protections under state laws.

Unless prohibited by law, you have the right, upon reasonable notice, to view any personally identifiable information collected from you through your visits to or use of our websites, to make corrections to such information if necessary, or to request that such information be removed from our systems. The effective date of this notice is May 15, 2015. It replaces all prior privacy policies issued by Gila. ANNOUNCEMENTS

What is a toll bill and why did I receive one?
Toll bills are mailed to drivers who use Central Texas toll roads without having a valid TxTag, Toll Tag or EZ Tag account. If you received a toll bill, a vehicle registered in your name recently traveled on a Central Texas toll road. Be advised that if you loan your vehicle to someone else, Texas law dictates that the registered vehicle owner is responsible for paying any tolls incurred by that vehicle. Failure to pay a toll bill can result in additional fees and court fines.

Toll bills are part of the Pay By Mail program. Cameras on the toll road take a picture of a vehicle’s license plates, and that information is used to identify the registered owner of the vehicle. A toll bill is then sent to the registered owner’s address.

Pay By Mail customers have 30 days to pay their bill either in person, via check, online or over the phone.

I have a TxTag, TollTag or EZ Tag, why did I receive a bill?
If you are a TxTag, TollTag (North Texas Tollway Authority) or EZ TAG (Harris County Toll Road Authority) customer and have received a toll bill, there is probably a problem with your tag or account.

Your tag may not be properly installed on your vehicle
Your license plate is not listed on your account or linked to your tag
You may need to add money to your account
Your license plate may need to be updated
Your tag could be inactive
You could have a metallic oxide windshield which prohibits the tag from working properly
There is some other problem with your tag account

In order to avoid penalties, you should make a payment on the bill received and contact your toll tag’s customer service center to correct the cause of the problem.

I already paid a bill from Texas Tollways, NTTA or HCTRA. Why did I receive one from MSB?
Toll bills issued by MSB are received because a vehicle registered in your name used a Central Texas Regional Mobility Authority facility without a valid TxTag, TollTag or EZ Tag. The Mobility Authority operates 183A and the Manor Expressway.

Toll bills issued by Texas Tollways are received because a vehicle registered in your name used one or more of the following toll roads without a valid TxTag, TollTag or EZ Tag: SH130, Loop 1 Extension or SH 45. MSB is not affiliated with TxTag, TollTag or EZ Tag, and payments made to these accounts cannot be applied to toll bills issued by Municipal Services Bureau.

Why did I receive a Notice of Toll Violation?
You have been issued a Notice of Toll Violation because Texas Motor Vehicle records indicate a vehicle you own has used a Central Texas Regional Mobility Authority facility, and you have not paid a toll bill that was previously sent to you by its stated due date.

Why can’t I pay cash on Central Texas Regional Mobility Authority facilities?
The Mobility Authority operates cashless toll facilities. All-electronic toll collection reduces operational costs, improves safety, reduces vehicle emissions and speeds up traffic because drivers do not have to slow down or stop to pay their tolls. Customers on Mobility Authority facilities can pay their tolls using TxTag or Pay By Mail.

What methods of payment can be used to pay my toll bill or notice of toll violation?
There are several ways to pay your toll bill or notice of toll violation. Payments can be made online, by phone, by mail or in person at the payment lobby.

Can I make a partial payment?
While we advise you to pay your toll bill or Notice of Toll Violation in full to avoid incurring any additional fees or late charges, we will accept partial payments. Please be advised that partial payments will be applied to the oldest outstanding toll bill linked to your license plate. Failure to pay any remaining balances for toll bills in your name will result in additional fines and late fees.

Someone else was driving my car at the time of the violation. Do I have to pay?
Yes. You received a toll bill because Texas Motor Vehicle records indicate a vehicle you own was photographed using a Mobility Authority facility, and a valid TxTag, TollTag or EZ Tag was not detected. As the owner of this vehicle, you are legally responsible for the toll charges for which you have been billed, regardless of who was driving the vehicle, unless the vehicle was stolen or sold. I no longer own the vehicle, how do I dispute the toll charge?
Under Texas law you may be able to dispute these charges if you meet one of the following criteria:

You were no longer the legal owner of the vehicle at the time it was on the toll road, or
The vehicle was leased or rented to another entity at the time it was on the toll road, or
The vehicle was stolen prior to its use of the toll road.

To qualify for one of these exemptions, you must submit written proof that the vehicle was not legally under your ownership or control at the time the vehicle was on the toll road. This can be accomplished by mailing a copy of your toll bill along with one of the following documents to us:

A copy of the Texas Motor Vehicle Transfer Notification Form confirming sale or transfer of your vehicle to another owner;
A copy of the rental or lease agreement, which includes the name and address of the party responsible for the car at the time the toll charges were incurred;
A copy of the police report showing your vehicle was reported stolen prior to the time the toll charges were incurred.

How do I update the address where my toll bills are mailed?
If the address shown on your toll bill or notice is not current, or if you have recently moved, you must update your address through the Texas Department of Transportation. Click here to learn how to file your change of address.

What are the MSB Customer Service Contact Center hours of operation?

TxTag is not affiliated with MSB or the Pay By Mail program. Funds you add to your TxTag account will not be applied to toll bills issued by MSB. Click here to pay your toll bill.

I received a court summons. How do I resolve this?

How does Pay By Mail work?
Drivers who want to travel on toll roads operated by the Mobility Authority but do not have a TxTag, TollTag or EZ Tag simply drive the road and wait to receive a bill in the mail. There's no need to prepay or register.

Cameras on the toll road will take a picture of your license plate, and that information will be used to identify the registered owner of the vehicle. A bill for the tolls is then sent to you in the mail

Pay By Mail customers have 30 days to pay their bill either in person, via check, online or over the phone. Pay By Mail customers are charged a $1 processing fee. .

Failure to pay a toll bill can result in additional fees and court fines. If you let other people drive your car, be advised that under Texas law you are responsible for any tolls incurred.

I drove a rental car on a Mobility Authority facility, how can I pay my tolls?
Customers in rental cars are required to pay for travel on Mobility Authority facilities and should contact their rental agency regarding payment. Most rental car companies now offer rental car customers the opportunity to use toll roads, but the programs can vary from agency and involve fees beyond those charged by MSB.

MSB is the toll payment processor for the Central Texas Regional Mobility Authority. MSB can assist you with questions related to your toll bill or notice of toll violation and can process your payment.

Who is the Central Texas Regional Mobility Authority?
The Central Texas Regional Mobility Authority operates the 183A toll road in northwest Williamson County and the Manor Expressway in eastern Travis County. The Mobility Authority is an independent government agency created in 2002 to improve the transportation system in Williamson and Travis counties. Their mission is to implement innovative, multi-modal transportation solutions that reduce congestion and create transportation choices that enhance quality of life and economic vitality.
